Catapult- Launch Angle Adjuster

This is a picture of our launch angling method we have engineered. It is designed so that a metal bar will be pushed through any one of those holes and will stop the lever arm at that distinct point.

    Won't the velocity decrease as the angle is decreased? You put the metal bar at the lowest hole and the projectile wont even move an inch.
