This is a commercial Alcohol Hand Sanitizer Dispenser. The nozzle is loaded with a spring to force the liquid from the straw on the inside of the bottle, out the nose of the nozzle. The Potential Energy is greatest when the spring is fully compressed and the Kinetic Energy is the highest when the spring is released back to equilibrium.
